Community comment sought on new EPRA planning framework

Planning Minister John Day today released for public comment new planning guidelines that would impact on development across some of the most important projects in Perth’s inner city.

Mr Day said he encouraged business groups, community organisations and individuals to comment on EPRA’s new Redevelopment Scheme 2 and 10 new development policies.

When introduced, these new guidelines would ensure a co-ordinated approach to planning and development of all projects within the East Perth redevelopment area.

Areas affected would include The Link, Perth Cultural Centre, Riverside, New Northbridge, East Perth Power Station and some parts of Claisebrook Village.

The Minister said Scheme 2 would be a big step forward in inner city planning because it was specifically designed to meet the unique needs of inner city development.

The original scheme removed land use zoning, which was successful in encouraging developers to create more vibrant mixed-use developments.

“Scheme 2 continues to reform planning processes by creating a people-focused framework which recognises that planning great cities is about planning for people and places, not just buildings,” Mr Day said.

“Scheme 2 focuses on outcomes and the overall vision for each project area, rather than relying on rigid regulations to control development.

“This allows developers to be more responsive and innovative and ensures that the community gets the best outcome. There is a stronger focus on sustainable urban renewal.

“A significant amount of research and peer consultation has already been undertaken but I encourage all stakeholders to put their views forward.”

The draft Redevelopment Scheme 2 and the 10 development policies can be downloaded from EPRA’s website at http://www.epra.wa.gov.au/planning

Written submissions can be submitted to EPRA before October 12.
